There is no way the engine management system is functioning off of just the throttle position, you have to have engine speed as well to do it that way.

My parents found a loophole. If you sign it over to someone in your household and then they sign it back over to you, it's around $160 off. Mine was even more off, because it wasn't in my name, and signing it over into my name was gifting it. So my registration went from over $400 to around $120 including the tag. But my Volvo is still in Alabama, it's was my parents and has been sitting for 7 years. They told me if was going to do something with it, it was mine. So I now have a 1990 240 wagon with nearly 300k miles that hasn't been started or driven in 7 years.
Edit: Loophole was found by DMV, nothing under the table.

That's interesting... do you know if they had to have a registration available to transfer onto it to do it that way? What I've heard from them is that it will be that much no matter what because it will have a new registration fee on it.

That I don't know. If it is "gifted", I don't know how that would work. I guess technically that includes new registration, because legally I'm the new owner. It wouldn't hurt to call to find out though.

Very true, the problem I see with that is that I still need to transfer the title into my name to begin with, which is $80, although I guess I could get one of my parents to put their name on the title, then gift it to me, and maybe we can only pay one transfer fee or something.

The way my Dad did it for my Mom's car is originally it was in both of their names, he transferred it to his name, and then he transferred it to my Mom's. It was under $200 including title transfer.
